Name: Dr. Susan Elkins
Brief Bio and ACHE Participation:
Dr. Susan Elkins was named Chancellor of the University of South Carolina Palmetto College in February 2013. The Chancellor serves as the chief administrative officer of Palmetto College, which includes the coordinated distance education offerings of the College and the University of South Carolina’s associate degree-granting regional campuses – USC Lancaster, USC Salkehatchie, USC Sumter, USC Union and USC Palmetto College Columbia, with locations at Ft. Jackson and Lexington. The Chancellor is responsible for the overall planning, implementation, resource allocation, and program evaluation of the five Palmetto Colleges and the online bachelor’s degree completion programs offered by the Research I institution and the three comprehensive universities in the University of South Carolina System – USC Aiken, USC Beaufort, USC Columbia, and USC Upstate.
Dr. Elkins previously served as Vice President of Extended Programs and Regional Development and founding Dean of the College of Interdisciplinary Studies at Tennessee Technological University (TTU). She holds bachelor’s and master’s degrees in Education from TTU and completed her doctoral work in Educational Leadership with an emphasis in Higher Education Administration at Vanderbilt University.
Susan holds the rank of Professor in USC’s Palmetto College Columbia. Previously, she served as a Professor in the TTU Department of Curriculum and Instruction in the College of Education. Her publications and numerous presentations have focused on leadership, continuing higher education, and student access and success issues such as retention and degree completion efforts. She was involved in research and service projects totaling approximately two million dollars. Elkins has spent her career of over three decades focusing on student access and success issues in K-12 and higher education, coupled with internal and external partnerships involving P-16 education, business/industry, and government.
Elkins has been very active in professional and community organizations. She was the 2015 Leadership Award recipient, the highest award presented by the Association of Continuing Higher Education International (ACHE). Additionally, USC Palmetto College received the Distinguished Credit Program Award in 2016 from ACHE and the 2018 Program of Excellence Credit Award from the University Professional and Continuing Education Association (UPCEA) South Region. Susan is a past Chair of the ACHE South Region that includes ten Southern states, a position that involved serving on the Board of Directors for the Association of Continuing Higher Education International. She is also a Past President of the Tennessee Alliance of Continuing Higher Education (TACHE) and is a recipient of the TACHE Barbara Beeler Outstanding Service Award and the Milton J. Phillips, Jr. Award for Outstanding Leadership and Service in Continuing Higher Education in Tennessee. Susan also currently services as the 2020 conference chair and President-elect of the Society for the Advancement of Management International. She has served as a team member on numerous accreditation visits for the Southern Association of Colleges and Schools (SACSCOC), as well as an examiner for the Tennessee Center for Performance Excellence. Susan is a member of the South Carolina Council of Presidents and also served on numerous statewide higher education committees in Tennessee. Finally, she is a 2005 protégé of the American Association of State Colleges and Universities (AASCU) Millennium Leadership Institute and a 2014 participant in the AASCU New Presidents Academy. She currently serves on the Board of Directors for the national Jeanette Rankin Foundation that provides college scholarships for women over 35 and under the poverty level. She is a member of the Rotary Club of Columbia, South Carolina, is a Past President of the Rotary Club of Cookeville, Tennessee and has served on numerous other board and community organizations.
Susan is married to Tommy Elkins. They have one adult son and daughter-in-law, Andy and Kelly, one grandson, Maddox, and one granddaughter, Caroline, who reside in Naples, Florida.
ACHE has been my professional home for nearly three decades. Likewise, the ACHE network of members has been my professional family, with each conference being like a family reunion. Many of the opportunities of my career in higher education have only been possible because of my ACHE family. Since ACHE has given so much to me over the years, it would be such a privilege to give back as Vice President.

Name: Dr. Anne Rapp
Bio and Participation with ACHE:
I am currently Associate Provost and Dean of Graduate, Professional, and Continuing Education at Lewis University where I previously served as a member of faculty and Director of Prior Learning Assessment. Before coming to Lewis, I worked for the Steans Center for Community-based Service Learning and taught for the School for New Learning at DePaul University. I earned my doctorate in U.S. History, because I wanted to study social justice movements in our country, and I firmly believe that adult education is such a movement, inside and outside of higher education, that advances the rights and opportunities of men and women seeking to transform themselves and society. The Association for Continuing Higher Education is centrally important to this work, and it has been a privilege for me to be a member of the organization as well as to serve on the board of the Great Lakes Chapter as we revitalize the organization’s activities in the region. If elected as a director-at-large to the ACHE Board, my first goal would be to learn so I can effectively serve. From my experience as a dean of graduate and continuing education, I can bring my knowledge of organizational and institutional structures in higher education as well as the importance of driving change in an increasingly challenging and competitive landscape, so that the field of adult and continuing education can continue to thrive as we serve adult students. I’m grateful to be a part of ACHE and a professional in our important field.
Name: David Wood
Bio and Participation with ACHE:
Following his retirement after more than 20 years in the United States Army, David W. Wood has held leadership positions as Director, Executive Director, Dean and Assistant Vice President at Indiana University and Trine University in Indiana. David currently serves as the Executive Director for Continuing Education and Outreach at Stetson University in Deland, Florida.
David holds an Associate’s degree in Business from Vincennes University, a Bachelor’s degree in Human Resources Management from Oakland City University, a Master’s degree in Management from Indiana Wesleyan University, and has completed his doctoral coursework at Northcentral University. In addition, Mr. Wood holds a Certificate in Distance Education from Indiana University, and a Post-Masters Certificate in Advanced Graduate Studies from North Central University.
David has volunteered for numerous organizations, including the Indiana Council for Continuing Education (ICCE), where he served in numerous leadership positions including President. He attended numerous ACHE conferences as a member of the Great Lakes Region from 2000 to 2014. David currently serves on the ACHE-South Regional Board as a Director at Large.
David and his guide dog “Tessi” are honored to be nominated for this position and would be honored to serve such an important and necessary organization.
